Pennsylvania has been fighting over a voucher program called Lifeline Scholarships (also known as PASS) for several years now, and as of 2026, it still hasn't passed into law. The state Senate has approved versions of it multiple times, only for it to be vetoed by Governor Shapiro or excluded from the final budget by the House. Two competing versions are being debated again in the current legislative session — but nothing is guaranteed, and nothing is currently active.

In plain terms: if you've heard about Pennsylvania families getting up to $15,000 a year for a student with special needs through Lifeline Scholarships, that's describing a proposal, not a program you can currently apply to. Until one of these bills actually passes and gets signed, Pennsylvania has no ESA or voucher a family can use to pay for a private tutor.
