What families in North Dakota should know

North Dakota just did something it's never done before: in 2025, the legislature passed House Bill 1540, creating the state's very first education savings account program, starting with the 2026-27 school year. The amount you get depends on your family's income — a bit over $4,000 a year for lower-income families, down to a little over $1,150 for higher-income families — and it can be spent on tutoring, textbooks, and transportation, not just private-school tuition.

Because this is brand new, there's no track record yet of how smoothly it will actually run — you're an early adopter if you use it this year. North Dakota also created its own state-specific "Specialist Trained in Dyslexia" credential for educators, on top of a solid, well-established universal dyslexia screening law for young children that's been running since 2019.

Tutor and therapist pathways

North Dakota created its own "Specialist Trained in Dyslexia" credential, referenced directly in the state's dyslexia screening guidance and training webinars, in addition to its universal K-1 screening requirement under NDCC 15.1-32-26. There's no requirement for private tutors to hold this credential to operate independently; the national CALT, Barton, and Wilson certifications remain the broader standard.
