What families in New York should know
New York just did something significant: in December 2025, Governor Hochul signed a law creating the state's first-ever Center for Dyslexia and Dysgraphia inside the State Education Department. Its job is to set real, explicit standards for universal K-5 screening and teacher preparation — something a state task force found was badly missing beforehand, with widespread confusion among teachers and no strict certification requirements anywhere in the state.
The catch is funding. The Center launched with just $250,000, and advocacy groups have been publicly pushing for $2.1 million to actually run it properly — that's about 81 cents per New York student, by their own math. New York also has no ESA or voucher program, so even once the Center is fully up and running, there's still no direct state fund a family can use to pay for a private tutor.

Tutor and therapist pathways
New York's new Center for Dyslexia and Dysgraphia is directed to set explicit standards for teacher preparation programs and certifications, but those standards are still being developed as of 2026 — there's no finalized "dyslexia therapist" credential yet. Private tutors need no state license to operate; the national CALT, Barton, and Wilson certifications remain the practical standard in the meantime.
