What families in Missouri should know
Missouri's MOScholars program works a little differently than most ESAs you'll read about in this directory — instead of the state depositing money directly into a family's account, businesses and individuals donate to approved scholarship organizations and get a tax credit in return, and those organizations distribute the funds to families. The practical result for a parent is nearly the same (money you can spend on tutoring, therapy, or tuition), but the funding depends on private donations reaching the cap each year, not a guaranteed state appropriation.
MOScholars started small and geographically limited in 2021 but expanded statewide, and the funding cap is set to grow to $75 million, up from a program that served just over 1,000 students in its first few years. Missouri's dyslexia screening law is comparatively light on teacher training, requiring just 2 hours of in-service training, well below what states like Alabama or Georgia require.

Tutor and therapist pathways
Missouri requires districts to screen for dyslexia (Section 167.950, RSMo, effective 2018-19) and offer 2 hours of in-service dyslexia training to practicing teachers — lighter than many states' requirements. There's no separate "dyslexia therapist" license. Private tutors need no state credential to operate; the national CALT, Barton, and Wilson standards apply as they do nationally.
