What families in Michigan should know

Michigan's constitution flatly prohibits public money from going toward private education — voters actually rejected a ballot measure to allow vouchers back in 2000, and that constitutional barrier hasn't moved since. So unlike a lot of states in this directory, an ESA here would require a statewide vote to amend the constitution, not just a bill passing the legislature. That's a much higher bar, and there's no serious effort underway to clear it.

What Michigan does have is a brand-new dyslexia law, signed in October 2024, that phases in over several years: by the 2027-28 school year, every public school will have to screen K-3 students for dyslexia three times a year and use a specific teaching framework (MTSS) to support kids who need it. The state also put $87 million into a Committee for Literacy Achievement to help fund the rollout. None of that money reaches families directly, though — it's aimed at public schools.

Tutor and therapist pathways

Michigan's new literacy and dyslexia law (Public Act 146 of 2024, MCL 380.1280f) requires the Department of Education to maintain a regularly updated Michigan Dyslexia Handbook and develop in-house dyslexia expertise to assist districts, but does not create a separate "dyslexia therapist" state credential. Private tutors need no state license to operate; national CALT, Barton, and Wilson certifications remain the standard.
