What families in Kentucky should know

Kentucky's Ready to Read Act (2018) requires K-3 screening and gave the state a formal "dyslexia toolkit" for teachers and families, and in July 2026 the state strengthened its dyslexia policies further — including banning an outdated reading method called "three-cueing," which research has shown doesn't work well for kids with dyslexia.

What Kentucky still doesn't have is a way to pay for a private tutor with state money. There's no ESA and no voucher program, despite repeated attempts. Kentucky did opt into a new federal tax-credit scholarship program in 2026, but like most states taking this route, it doesn't start paying out until 2027, and it's built mainly for private-school tuition, not outside tutoring.

Tutor and therapist pathways

Kentucky's Ready to Read Act (KRS 158.307) requires the Department of Education to maintain a dyslexia toolkit and collaborate with the Kentucky Collaborative Center for Literacy Development on teacher professional development, but doesn't create a separate "dyslexia therapist" license. Private tutors need no state credential to operate; the national CALT, Barton, and Wilson standards apply.
