What families in Iowa should know
Iowa has a genuinely generous ESA — about $8,148 per student for the 2026-27 school year, open to every K-12 resident regardless of income, no cap on how many families can enroll. That's real money. But there's an important catch buried in the fine print: the funds have to go toward private-school tuition first, and only whatever is left over afterward can be spent on other things like a private tutor. Homeschooling families can't use it at all.
In practice, this means Iowa's ESA is really built for families switching to private school, not families who are staying in their current school and just need outside tutoring help. It's also worth knowing that Iowa's ESA is run by the same contractor, Odyssey, whose earlier work running Idaho's similar grant program ran into serious, documented problems with improper spending.

Tutor and therapist pathways
Iowa maintains an official Dyslexia Handbook (developed following a 2019 legislative task force) and requires teacher training in dyslexia awareness as part of state education code, but has no separate state-issued "dyslexia therapist" credential. Private tutors need no state license to operate; the national CALT, Barton, and Wilson certifications remain the standard.
