What families in Connecticut should know
Connecticut did something unusual: it created a dedicated state Office of Dyslexia and Reading Disabilities in 2021, whose entire job is making sure the state's dyslexia laws are actually followed in schools — including auditing teacher-training programs to check they're teaching structured literacy correctly. Connecticut also adopted some of the strictest "science of reading" teacher-competency standards in the country just last year, in May 2025.
What Connecticut doesn't have is any way to help a family pay for a private tutor. There's no ESA, no voucher — none of Connecticut's neighbors in New England have one either. Combined with a cost of living that's among the highest in the country, an out-of-pocket dyslexia tutor here is a real financial stretch, even for families who'd consider themselves solidly middle-class.

Tutor and therapist pathways
Connecticut adopted formal Educator Competencies for Structured Literacy and Dyslexia in May 2025, tied to specific certification and endorsement areas. Educators can pursue a Structured Literacy Classroom Teacher (C-SLCT) certification through Lexia LETRS training plus the national KPEERI exam and CERI certification — an IDA-accredited pathway, but not a Connecticut-specific credential. Private tutors face no state licensing requirement; the same national CALT/Barton/Wilson standards apply.
