What families in Colorado should know
Colorado talks a big game about literacy, but it hasn't taken the private-funding route many other states have. In 2025, lawmakers strengthened Colorado's READ Act (a reading law that's been on the books since 2012) to require every kindergarten through 3rd grade student to be screened specifically for characteristics of dyslexia, starting with the 2027-28 school year — not just general reading trouble, but dyslexia by name.
What Colorado hasn't done is create an ESA (Education Savings Account) or voucher program — a state-funded account families could spend on a private tutor. Several attempts have failed here, partly because of a decade-long legal fight over a similar local program in Douglas County, and partly because of ongoing political opposition statewide. Colorado did sign on to a new federal tax-credit scholarship program in January 2026, but it won't start paying out until 2027, and even then it works more like a discount on private-school tuition than money you can put directly toward a tutor.

Tutor and therapist pathways
Colorado's READ Act requires K-3 teachers to complete 45 hours of evidence-based literacy training (several options qualify, including specific eLearning courses from CDE), and requires K-3 administrators to complete 20 hours (or just 5 if they already hold a READ-approved credential). There's no separate state "dyslexia therapist" license. Private tutors need no state license to operate — the national CALT, Barton, and Wilson credentials remain the standard here as everywhere else.
