What families in Arizona should know
Arizona has almost the opposite problem from a place like Alaska. There are plenty of dyslexia tutors here, especially around Phoenix and Tucson. And Arizona runs the oldest, biggest program in the country for helping families pay for one: an ESA, short for Empowerment Scholarship Account, which is a state-funded account families can spend on tutoring, curriculum, and therapy. Nearly 99,000 Arizona kids are using one right now.
So what's the catch? The program has grown so fast that the state can barely keep up with it. A 2026 audit checked a sample of high-risk transactions and found paperwork problems with more than a third of them.[1] A parent survey found that most families had waited a long time just to get reimbursed for money they'd already spent out of pocket, and most also had trouble reaching someone at the department when they had a question.[2]
In plain terms: if you're an Arizona parent, the money for a tutor is very likely there for you. Qualifying is the easy part — almost everyone in the state qualifies. The hard part is the paperwork and the waiting once you're in the program.

Tutor and therapist pathways
Arizona has no distinct state-issued "dyslexia therapist" license. Public-school interventionists typically pursue the same national CALT/CALP (ALTA) or IMSLEC-accredited pathway used elsewhere, sometimes through district-sponsored training. Private tutors need no state license to operate — though if billing ESA funds as a registered "vendor," they'll need a ClassWallet vendor account and should be prepared to document credentials clearly, given the current level of audit scrutiny on the program.
